On 10 July 2025, the Permanent Representation of Malta will organise a retreat of the Committee of Ministers’ Deputies with a key focus on advancing justice and accountability in Ukraine.
Held the day after the High-Level Stocktaking Session of the Consultation Group on the Children of Ukraine (CGU), the retreat will provide a platform for Ambassadors to engage in a strategic dialogue on the Council’s evolving role in Ukraine’s accountability and recovery agenda.
Discussions will centre on the next steps toward operationalising the Special Tribunal for the Crime of Aggression against Ukraine, following the landmark signing of the Bilateral Agreement between Ukraine and the Council of Europe on the 25 of June. The retreat will also address how to strengthen and broaden engagement with the Register of Damage and take stock of the ongoing discussions towards a comprehensive compensation mechanism.
In addition, Deputies will review implementation of the Council of Europe’s Action Plan for Ukraine (2023–2026), with a view to reinforcing support for democratic resilience, rights protection, and reconstruction.
Through this retreat, the Maltese Presidency seeks to build on political momentum and reinforce the Council of Europe’s role as a key driver in advancing justice for Ukraine – both within the region and on the global stage.
