As one of the world’s leading platforms for international cooperation on cybercrime, the Octopus Conference brings together stakeholders from across the globe to address the complex and evolving threats in cyberspace. Hosted annually by the Council of Europe, the Conference facilitates critical dialogue among over 100 countries, international organisations, private sector actors, academic institutions, and civil society representatives.
In 2025, the Octopus Conference will be co-hosted by Malta and will offer a vital opportunity to examine global cybercrime trends, promote the implementation of the Budapest Convention on Cybercrime, and strengthen international collaboration to ensure a free, open, and secure digital environment. Malta’s Presidency will also use this platform to further emphasise that cybercrime is not merely a technical issue, but a broader threat to democracy, rule of law, and human rights.
Discussions will centre on key themes including cross-border cooperation, public-private partnerships, capacity building, and the role of youth in driving digital innovation and safety. By convening leading experts and decision-makers, the 2025 edition of the Octopus Conference will reinforce the global commitment to tackling cybercrime while promoting responsible digital governance. With a focus on inclusivity, innovation, and resilience, the Conference will highlight the need for united action in building a safer and more trustworthy digital future for all.
