No Hate Speech Week

From 18-20 June 2025, the Council of Europe will host the No Hate Speech Week in cooperation with the Maltese Presidency of the Committee of Ministers. This year’s theme, “Enhancing Legal and Non-Legal Measures Against Hate Speech through a Multi-Stakeholder Approach”, reflects an urgent call to strengthen both regulatory and grassroots responses to hate speech in all its forms. The No Hate Speech Week will spotlight the importance of combining legislative and policy tools with educational, technological, and community-based strategies to create resilient, rights-respecting societies.

The 2025 edition of this event will offer a timely opportunity to evaluate ongoing efforts, share best practices, and reaffirm a collective commitment to safeguarding dignity, democratic principles, and freedom of expression. With hate speech increasingly used to divide, dehumanise, and incite violence, the 2025 edition will foster meaningful exchanges and collaborative solutions – placing human rights and ethical responsibility at the heart of the European response.

As one of Europe’s leading initiatives to combat hate speech and promote inclusive democratic values, the Council of Europe No Hate Speech Week has become an essential platform for dialogue, reflection, and coordinated action. Held annually in recognition of the UN International Day to Counter Hate Speech (18 June), the event convenes policymakers, international organisations, civil society actors, and media professionals to address the growing threat of hate speech across Europe and beyond.

Through high-level discussions and inclusive dialogue, the 2025 No Hate Speech Week will aim to foster a Europe where words are used to build understanding, not hatred, and where diversity is not only protected, but celebrated.
