- 22 May 2025

Hosted back-to-back with the 2025 IDAHOT+ Forum, the Committee of Experts on Sexual Orientation, Gender Identity and Expression and Sex Characteristics (ADI-SOGIESC) will convene in Malta for its third meeting.

Established in 2023, as a subordinate body of the Steering Committee on Anti-discrimination, Diversity and Inclusion (CDADI), this Committee is tasked with assisting Member States in crafting and implementing effective policies on Sexual Orientation, Gender Identity and Expression, and Sex Characteristics. Acting on a mandate from the Committee of Ministers, the Committee is responsible to produce key deliverables including drafting a Recommendation on the equality of rights of intersex persons, formulating a strategy to combat discrimination and promote the rights of LGBTI individuals, and reviewing Council of Europe Recommendation on measures to combat discrimination on grounds of sexual orientation or gender identity (CM/Rec(2010)5).

The committee is composed of Member State representatives involved in SOGIESC policy, alongside delegates from Council of Europe institutions, international bodies, as well as eight prominent LGBTI-focused NGOs serving as observers.
