Conference on Preventing and Combating Hate Crime

As part of a wider commitment to address hate crime and uphold fundamental rights, the Conference on Preventing and Combating Hate Crime will provide a pivotal platform for strengthening cooperation and advancing policy development across Europe. The event will be co-organised by Malta’s Presidency of the Committee of Ministers and the Council of Europe’s Steering Committee on Anti-discrimination, Diversity and Inclusion (CDADI).

Convening from 19 to 20 June 2025 in Strasbourg, the Conference will bring together policymakers, legal experts, law enforcement professionals, civil society representatives, and international organisations. This year’s programme will centre on supporting the effective implementation of Recommendation CM/Rec(2024)4 on combating hate crime, recently adopted by the Committee of Ministers.

With a strong emphasis on both prevention and accountability, the Conference will feature high-level plenary sessions and technical workshops addressing essential elements of an effective hate crime response. Topics will include guidance for law enforcement and prosecutors, victim support systems, data collection methodologies, and strategies to prevent criminalised hate speech.

Taking place alongside No Hate Speech Week, the Conference will offer a timely and urgent opportunity to reflect on the shared responsibility to combat rising hate-fuelled violence. By encouraging cross-sectoral cooperation and knowledge exchange, the 2025 edition will aim to advance a common vision for safer, more inclusive societies, where hate has no place, and human dignity is fully protected under the law.
