STRASBOURG, 21 March 2025 – The Speaker of the House of Representatives of Malta, Hon. Anġlu Farrugia participated at European Conference of Presidents of Parliament organised by the Parliamentary Assembly of the Council of Europe in Strasbourg, marking its 50th anniversary.
Speaking on the theme ‘Safeguarding Democracy’, the Speaker underscored the importance of the core values of the Council of Europe and highlighted the necessity of empowering citizens, fostering equality and promoting dialogue to achieve lasting peace. In this context, he stressed the need for strengthened collaboration across Europe and beyond, citing the vital role of national parliaments and interparliamentary assemblies in upholding democratic principles.
Furthermore, Hon. Farrugia called for enhanced media freedom, education, and comprehensive legal frameworks to address contemporary challenges and safeguard justice for both present and future generations.
In a second address on the theme ‘Violence Against Politicians,’ the Speaker voiced concerns over the escalating threats, intimidation, and attacks faced by politicians worldwide. Simultaneously, he highlighted the harassment of journalists, defamation of activists, and suppression of whistleblowers as part of the broader crisis that not only endangers public figures but also undermines democracy itself.
In this regard, Hon. Farrugia urged for stronger protective measures, including legislative reforms and psychological support for victims, alongside efforts to combat hate speech, cyberbullying, intimidation, and political violence – particularly against women and marginalised groups. Moreover, he stressed the urgent need of ensuring a political environment where all voices can be heard without fear, concluding that “Democracy will not protect itself. We must protect it.”
The Conference gathered Speakers and Presidents of Parliament from the Council of Europe Member States and many partner, observer and neighbouring countries, as well as the heads of several interparliamentary assemblies.
