VALLETTA, 6 October 2025 – Mr Theodoros Rousopoulos, President of the Parliamentary Assembly of the Council of Europe, delivered an address today before the House of Representatives of Malta as part of the Maltese Presidency of the Committee of Ministers of the Council of Europe.
In his remarks, President Rousopoulos underscored the central role of national legislatures in safeguarding democratic values. “Our parliaments are not just places where laws are made — they are where democracy breathes,” he stated.
Marking Malta’s 60th anniversary of membership in the Council of Europe, the PACE President highlighted the enduring principles that unite member states. “The strength of democracy does not lie in size or wealth, but in the commitment to justice and freedom — the values that give dignity to every human being,” he said. He further recalled that when Malta joined the Organisation in 1965, it did so with the conviction that “sovereignty and solidarity can coexist,” adding that this belief remains “more essential than ever” six decades on.
The session was opened by Hon. Anglu Farrugia, Speaker of the House of Representatives, and featured addresses by Hon. Robert Abela, Prime Minister, and Hon. Alex Borg, Leader of the Opposition.
