Council of Europe Adopts First-Ever Recommendation on the Rights of Intersex Persons

STRASBOURG, 27 October 2025 – Under Malta’s Presidency of the Council of Europe, the Organisation adopted its first-ever Recommendation dedicated to protecting the human rights of intersex persons across Europe, marking a landmark step towards greater equality and inclusion.

Adopted by all 46 member states, Committee of Ministers Recommendation CM/Rec(2025)7 on Equal Rights for Intersex Persons calls on governments to strengthen protections against discrimination, violence and harmful medical practices. It also promotes respect for dignity, bodily integrity and autonomy, while ensuring effective access to justice. The Recommendation signals a collective commitment to ensure that intersex persons can live freely and safely, without fear or stigma.

The event was opened with keynote addresses by Council of Europe Secretary General Alain Berset, alongside welcoming remarks by Helena Dalli, former European Commissioner for Equality, and Dan Christian Ghattas, Executive Director of OII Europe.

Following the hybrid conference, the Palais de l’Europe was illuminated in purple—the colour symbolising intersex visibility and solidarity—underscoring the Council of Europe’s commitment to advancing the rights and recognition of intersex persons.
